OF THE PRESIDENT OF THE MANAGEMENT BOARD OF THE OLSZTYN-MAZURY AIRPORT

of 1 March 2017

on the security and protection of flights and order at the airport within the territory of the Olsztyn-Mazury Airport

Pursuant to Art. 83a section 2 of the Act – Aviation Law of 3 July 2002 (Journal of Laws of 2002, no 130, item 1112) and the Ordinance of the Minister of Transport, Construction and Maritime Economy of 4 September 2012 on basic ordinance regulations related to ensuring security and protection of flights and order at the airport, I order the following:

In order to ensure the security and order as well as protection of civil aviation at the Olsztyn-Mazury Airport, hereinafter referred to as the Airport, I oblige all persons located within its territory to comply with the provisions specified in this ordinance.

At the Olsztyn-Mazury Airport it is prohibited to:

leave luggage or other items that could lead to a disruption to the operation of the airport unattended;-

bring weapons and dangerous materials or other objects that may pose a threat to the safety of persons, aircraft or airport infrastructure to the airport area;

littering and pollution of the airport area without appropriate permission;

drink alcohol or smoke outside the designated areas and bring and take intoxicating drugs and psychotropic substances;

bring animals to passenger terminals, with the exception of service dogs and assistance dogs for people with disabilities, except in cases of broadcasting animals for air transport;

conduct the following without the consent of the airport managing body:

fundraising,

business activity, including advertising, canvassing or other gainful activity,

artistic, political or other activities which disturb the order at the airport;

photograph or film the activities of mine-pyrotechnic reconnaissance and rescue operations, passenger and baggage security checkpoints as well as passport control and document control points, without the permit issued by the airport manager in agreement with the local competent commander of the Border Guard, commander of the Police station or head of the customs office – according to which activities, positions or control points are to be photographed or filmed;

interfere, prevent or obstruct the performance of official duties by airport staff or air carriers;

make unauthorized changes to airport equipment, airport devices or systems and hinder or prevent the use of devices or premises intended for public use located at the airport;

park vehicles in places not intended for this;

violate the vehicle and pedestrian traffic conditions specified by the airport manager within the airport’s operational zone;

stay in the security restricted area and the airport’s operational area without authorization or otherwise violating the conditions of access to restricted areas specified by the airport operator;

enter the restricted area or the airport’s operating area or use vehicles in those areas without a valid car pass or appropriate authorization or otherwise violate the conditions of vehicle access to these areas;

stay at night without justification related to waiting for arrival or departure of the aircraft;

evade security or access control as well as cross or force doors, fences, protective barriers and unjustified use of the safety button that opens the door.

All persons staying at the Olsztyn-Mazury Airport are obliged to:

inform the Border Guard, Police or airport security officers immediately if unaccompanied baggage or other objects are noticed as well as in the event of other potential danger to persons, aircraft and facilities or equipment;

comply with the instructions of the Border Guard officers, the Police and airport security service as well as the personnel of airport services, air traffic services and air carriers related to ensuring the safety of persons, aircraft and airport facilities or equipment;

comply with the orders of rescue services and officers of the Border Guard, Police and airport security services during rescue, evacuation, security and preventive activities in the field of security.

Pursuant to Art. 210 section l item 5a, the Act – Aviation Law of 3 July 2002 (Journal of Laws of 2002 No. 130, item 1112) a person who, contrary to the obligation specified in Art. 83a section 1 of the Act shall not apply to an order or prohibition included in order regulations issued in accordance with Art. 83a section 2 at the airport, is subject to a fine.

Supervision over the implementation of the provisions included in this regulation shall be exercised by; Police, Border Guard, Olsztyn-Mazury Airport Security Service and other authorized airport services.

The regulation enters into force on the day of signing.

The Regulation No. 68 dated 18 December 2015 is repealed.
